  regarding ubuntu-release-upgrader.  This problem was most recently seen

+ Impact:
+ Users of Ubuntu 12.10 are unable to upgrade to Ubuntu 13.04 unless they 
manually install libgksu2-0 (or a package that depends on it).

+ Test Case:
+ 1) Install Ubuntu 12.10
+ 2) Run /usr/lib/ubuntu-release-upgrader/check-new-release-gtk
+ 3) Click upgrade now
+ 4) Observe a crash
+ 
+ With the version of ubuntu-release-upgrader from -proposed it will not
+ crash
+ 
+ Regression Potential:
+ None as we are just readding a removed dependency for ubuntu-release-upgrader.
