Public bug reported:

What you need to reproduce the bug:

1. Ubuntu Raring; plus saucy (main multiverse universe restricted) packet
repositories are activated:
   $ lsb_release -rd
   Description: Raring Ringtail
   Release:     13.04

2. XfCE4.10:
$ apt-cache policy xfce4
xfce4:
  Installiert:           4.10.1
  Installationskandidat: 4.10.1
  Versionstabelle:
 *** 4.10.1 0
        500 http://archive.ubuntu.com/ubuntu/ saucy/universe amd64 Packages

3. A KDE program or a program using QT-libs; here (3.1) kmahjongg and (3.2)
qarte
3.1
  $ apt-cache policy kmahjongg
  kmahjongg:
    Installiert:           4:4.11.0+git20130821+bzr878+pkg43~saucy1
    Installationskandidat: 4:4.11.0+git20130821+bzr878+pkg43~saucy1
    Versionstabelle:
   *** 4:4.11.0+git20130821+bzr878+pkg43~saucy1 0
          500 http://ppa.launchpad.net/kubuntu-ppa/ppa/ubuntu/ saucy/main amd64
Packages
3.2
  $ apt-cache policy qarte
  qarte:
    Installiert:           1.8.3-0ubuntu1
    Installationskandidat: 1.8.3-0ubuntu1
    Versionstabelle:
   *** 1.8.3-0ubuntu1 0

saucy/main amd64 Packages

After starting kmahjongg (or other KDE / QT based programms, e.g. qarte) there
is no visible mouse cursor.
But clicking a button with the mouse works.

4. Workaround
- Start KDE systemsettings (btw. there is no visible mouse cursor in
systemsettings)
- Choose "Erscheinungsbild der Arbeitsfläche" from "Erscheinungsbild und
Verhalten der Arbeitsfläche" (2nd group from top)
  in english it should be 'Desktop Appearance' from 'Desktop Appearance and
Behaviour'
- go to "Zeigerdesigns"; 'Mouse Pointer Desingn' or ?'pointer design'?
  choose an other design for the mose cursor, click the 'Apply' button
  and voila there is a mouse cursor.
  Not only in systemsettings but in all running KDE programs and QT based
programs.
  If you now start another KDE program it has no visible mouse cursor until you
again explicitely choose a mouse cursor theme. So you have to do this again and
again for every KDE/QT program started after choosing a mouse cursor theme

5. Starting KDE-Plasma Desktop all programms have a visible mouse
cursor, no matter if its a KDE/QT programm or not.

6. Starting unity-desktop there is no mouse cursor at all

7. Starting Gnome-Desktop, same behaviour as in XfCE4.10, there is no
visible mouse cursor in KDE/QT programs

8. I fiddled around alot until I found this workaround with KDE
systemsettings. But due to the fact that unity-desktop has no visible
mouse cursor at all and gnome-desktop shows the same behaviour than
Xfce4.10 it might not be a KDE or Xfce4.10 Problem but a dbus problem?

Dbus is:
$ apt-cache policy dbus
dbus:
  Installiert:           1.6.12-0ubuntu2
  Installationskandidat: 1.6.12-0ubuntu2
  Versionstabelle:
 *** 1.6.12-0ubuntu2 0
        500 http://archive.ubuntu.com/ubuntu/ saucy/main amd64 Packages

** Affects: xfce4 (Ubuntu)
     Importance: Undecided
         Status: New
