I could not install the test kernel from
http://people.canonical.com/~henrix/lp1215155/ - Software Center
complains "wrong architecture amd64". I am in fact running i386, to be
able to boot a small netbook from the external hard drive.

The kernel in "proposed" (aptitude got me 3.8.0-30.44) works o.k., so
the bug seems to be fixed there.

The bisecting test you recommended, seems to indicate, that the bug may have 
been introduced by the step from v3.8.13.4 to v3.8.13.5. Here are my bisecting 
test notes:
installing and booting .2 => works ; removing "proposed" from software sources 
; apt-get update
installing and booting .4 => works ; removing .2 to free up space in /boot
installing and booting .6 => fails ; booting into .4, removing .6 to free up 
space in /boot
installing and booting .5 => fails ; booting into .4, removing .5 to free up 
space in /boot
