Public bug reported: It looks like Ubuntu hasn't updated its package for GNU parallel in quite some time, and the version currently in raring is the same version scheduled to go into saucy.
Looking at the version info, the version in Ubuntu right now is 20121122, but the current version upstream, which includes many fixes and improvements, is 20130822: http://ftp.gnu.org/gnu/parallel/ It would be a good idea to at least make sure that new Ubuntu releases have a reasonably current version of parallel when they release.
