I expected that wireshark would be installed successfully.

4) What happened instead

However, due to a "fake" sync from Debian wheezy, the package is no
longer installable in Ubuntu Raring 13.04.

I would suspect, according to the changelog, that wireshark has
effectively been in this uninstallable state since June 5, 2013 when
Marc Deslauriers presumably updated the package with security fixes [1].
