This is an interesting one, as pre-boot authentication relies on the
BIOS API, as there is no kernel in memory when the auth program is run
on RAM. So I feel that the issue here is in how BIOS chooses an english
keyboard. I don't believe that this issue is patched further along the
line, and it definitely does need to be fixed. How is a more complicated
question, there would be no way to automatically choose a keyboard based
on a prior user choice. There could however be a way to list possible
keyboards and allow the user to pick the one most suited to them.
