Have the same problem, though it will absolutely not allow any use of
the drive and will sometimes not even successfully be listed as a
device.  Using Ubuntu 13.04 on both a desktop (Gateway DX) and a netbook
(Acer Aspire One), and the same thing happens to both when I plug in the
device (a Toshiba 1TB external HDD formatted in Windows using NTFS).

sdf does not show in /dev usually, and if it does, trying to manually
mount the device hangs mount and I am unable to stop it.

When the desktop ran Ubuntu 12.04 it mounted it successfully; similarly,
the desktop running Windows 7 does as well as a Dell Mini netbook
running 12.04.  The device has no errors when running disk check in
Windows nor any issues when using a SMART program to analyze it.
