You have been subscribed to a public security bug by Seth Arnold (seth-arnold):
CTRL+ALT+L don't lock screen on Ubuntu 13.10, but when I use the menu
(click on the right up corner on the desktop and than on lock screen) it
works. In preferences -> keybord -> shortcuts -> system CTRL+ALT+L is
defined to lock the screen.
