I have tried the build from 27th. It does take a while for ubiquity to show up.
>From syslog:
12:39:11 Ubiquity 2.15.14
12:30:39 switched to page language

12:40:06 Ubiquity 2.15.14
12:40:34 switched to page language

At the same time from /var/log/install/debug
Error retreiving accessibility bus address. DBus.Error.NoReply: did not receive 
a reply. Has something change w.r.t. accessibility?

Looking at the submitted logs:
Aug 27 03:23:32 ubuntu-gnome ubiquity[2581]: Ubiquity 2.15.14
Aug 27 03:23:36 ubuntu-gnome ubiquity[2581]: switched to page language
Aug 27 03:23:37 ubuntu-gnome ubiquity[2581]: log-output -t ubiquity setxkbmap

Aug 27 03:23:37 ubuntu-gnome ubiquity[2581]: switched to page prepare
Aug 27 03:23:37 ubuntu-gnome ubiquity[2581]: switched to page language

So ubiquity did display within 4 seconds. Is gnome shell actually
displaying / brings ubiquity window to front?
