This happened to me with a kernel crash:

os.chmod(reportfile, 0o640)
PermissionError: [Errno 1] Operation not permitted:
'/var/crash/linux-image-3.11.0-031100rc4-generic.238045.crash'
We can see the crash is owned by kernoops and is not writable by anyone
else:
$ ls -lh /var/crash
total 628K
-rw-r--r-- 1 kernoops whoopsie 3.4K Aug 28 14:26
linux-image-3.11.0-031100rc4-generic.238045.crash
