Public bug reported:

The problem first showed up immediately after my upgrade from raring to
saucy. In raring, pressing the power button would pop up a dialog giving
me the options to restart, shutdown, sleep, or log out. After the
upgrade, pressing the power button causes Ubuntu to immediately shut
down, without even allowing applications to first prompt to "save work".
