Before you do anything else, could you please add the output of 
debconf-show cacti

Does the failure reproduce when you run
dpkg-reconfigure cacti

If that doesn't work, does it help to purge cacti and install again (now
that all dependencies are properly installed; you should fix apache2 as
well.)
