When looking at the package in Debian Sid [1], I noticed they have the exact same version which Saucy has synced in, though it contains the expected /usr/bin/qgit. So despite having the exact same version number, the Ubuntu package contains a different set of files than the Debian one. Since qt4 is a part of the path, I'm inclined to believe that Ubuntu is building qt-related packages differently in some way, presumably to separate packages depending on qt4 and qt5.
