rule files are applied in alphabetical order. It means that if you don't
put any number in front of the name, the file will be applied after all
number-prefixed files, which should be OK in this case.

Yes, this is dependent on the system (mine is Debian Wheezy).

Read the final note of my instructions. Monitor the /tmp directory while
you are launching the program. Try to open the created log file just
before the crash (yes, it is tricky!).
