It is certainly a bug that we allow you to attempt this combination, but
the solution for the end user is simple: "Don't do that, then".

libc6-dev-amd64:i386 and libc6-dev-i386:amd64 aren't designed to be co-
installable.  If you're on an amd64 system, you want libc6-dev (for
amd64 headers) and libc6-dev-i386 (for i386 headers), the cross-arch
package won't do you any good.
