This is just a mere result of the true problem that the Ubuntu Software Center isn't very well regulated. Most of the applications included are low quality apps that only half-work and/or are made for different desktop environments from the user's current choice, and the general public has little-to-no idea who makes these applications and if they are truly "safe".
