Public bug reported:

I've found that if I open Skype some system sound work while others
don't. If skype is open then I can slide the volume bar and I get audio
feedback when the volume changes. If I adjust the volume from my
keyboard I get no feedback at all. Additionally if skype is open most
all system sounds do not produce feedback. IE closing firefox with
multiple tabs open. Other 3rd party software is also effected. I get
no audio via flash on youtube, pandora, etc. If I start some sort of
audio such as pandora, mp3's, youtube before opening Pandora then
everything works fine. It seems that Skype puts a lock somewhere on the
system that isn't released when no audio is being used.
