No, it is not. It is a corrupted filesystem. If you can reproduce such
an error on a *clean* filesystem, then it might be a bug. But, until you
can do that, there is nothing to be done here.
Marking OPINION. You can comment, if you want, on why you feel a
corrupted filesystem should imply a failure on df/du/etc.
