Also no templates are installed. Possibly /usr/bin/svnweb-install seems
broken too. It creates only a config.yaml file but no templates
subdirectory, which contradicts the docs at
http://manpages.ubuntu.com/manpages/lucid/man3/SVN::Web.3pm.html#contenttoc3
:

      "SVN::Web’s output is entirely template driven.  SVN::Web ships with a
       number of different template styles, installed in to the templates/
       subdirectory of wherever you ran "svnweb-install"."
