* debian/rpcbind.rpcbind-boot.upstart: document that this job emits the
start-rpcbind event. Thanks to Sebastian Audet <[email protected]>

* Don't pass -w to rpcbind on boot up, since the files won't be there to
be read. LP: #835833.
