I'm having the same problem in my desktop, I'm using a GIGABYTE GA- 970A-D3 motherboard, usb 3.0 working but not usb 2.0, I only have 2 3.0 usb ports, only enough to use my keyboard and mouse. I'm being forced to use windows because under windows all ports work fine, but it seems Ubuntu team does not even have idea of what is going on with this bug, since you can see the lack of interest from the team to fix it. Maybe someone here has tried another Linux based operating system that works, I would like to try it
