           While you are right, the same thing :-

No packages will be installed, upgraded, or removed.
0 packages upgraded, 0 newly installed, 0 to remove and 0 not upgraded.

this is the same for either an install or a purge/removal so a user
doesn't have a clear idea whether the package was actuallly installed or
removed/purged from the system. apt-get however is more precise
