This appears fixed (in that the idle-delay is correctly set) after applying today's updates to 13.10 daily. The combobox still does defaults to showing Never.
That is, selecting "Never" now changes the idle-delay value to 0, as expected. The patch set contained updates to gnome-control-center (3.6.3-0ubuntu37) as well as gnome-settings-daemon (3.8.5-0ubuntu3).
