If you're trying to upgrade to Quantal/12.10, then you should disable
the partner repo. Otherwise, this error is fairly common and it
shouldn't be preventing you from doing anything (not involving packages
in that repo). Take a look at this guide and give the output from the
commands in Step 5 if you continue to experience issues.
