Binary package hint: apt

I have a local directory with my own or downloaded deb packages and I generate 
Packages.gz in this directory using this command:
apt-ftparchive packages . | gzip -9c > Packages.gz

I use this local packages archive with this line in sources.list:
deb file:///usr/local/archives/ / #Local DEB archive

When I run apt-get update and then again, it deletes the Packages.gz
file.
