Public bug reported:

This regression appeared with unity 7.1.0+13.10.20130920-0ubuntu1 and
compiz 1:0.9.10+13.10.20130920-0ubuntu1.

In a multi-workspace setup (2x2 virtual desktops) when the user selects
an open application on the launcher or press the corresponding shortcut
Super+<N> (N: being the number of the app in the launcher) focus doesn't
switch to the workspace containing the application.

If applications are running on the active workspace focus switches to
correct application when its icon is pressed on the launcher.

TEST CASE:
1. Setup compiz with 2x2 virtual desktops
2. Switch to workspace 1 and open App1 on workspace 1
3. Switch to workspace 2 and open App2 on workspace 2
4. Switch workspace 1
5. Reveal the launcher and press the icon of App2

EXPECTED RESULT
Desktop switches to workspace2 and focus switches to App2

ACTUAL RESULT
pip moves to app2 but desktop stays on workspace1
