Further investigation in the xkeyboard-layout package reveals the
following in the rules/base.xml.in file:

    <layout>
      <configItem>
        <name>ro</name>
        <_shortDescription>Rou</_shortDescription>
        <_description>Romania</_description>
      </configItem>
      <variantList>
        <variant>
          <configItem>
            <name>std</name>
            <_description>Standard</_description>
          </configItem>
        </variant>
        <variant>
          <configItem>
            <name>winkeys</name>
            <_description>Winkeys</_description>
          </configItem>
        </variant>
      </variantList>
    </layout>
    <layout>

I'm not sure why this is, I'll probably fill a bug in the xkeyboard-
config bugzilla. However, the problem is outside the RO xkeyboard-config
file, so it will be up to the package maintainers to fix it.
