Public bug reported:
1. "CONFIG_TCP_CONG_ADVANCED" and all the TCP congestion controls should
be enabled on build. Currently this is disabled, and only TCP Vegas &
Cubic are available.
2. I suggest the following be defaulted to improve TCP performance,
since most of us do not have very fast broadband conenctions.
/proc/sys/net/ipv4/tcp_congestion_control = westwood
/proc/sys/net/ipv4/tcp_window_scaling = 1
/proc/sys/net/ipv4/tcp_rfc1337 = 1
