I used a clean saucy chroot and installed the kernel and
nvidia-319-updates. This is what I get in my amd64 chroot:

# ls -l /etc/OpenCL/vendors
total 0
lrwxrwxrwx 1 root root 45 Sep 27 14:52 nvidia.icd -> 
/etc/alternatives/x86_64-linux-gnu_nvidia.icd

# ls -l /etc/alternatives/x86_64-linux-gnu_nvidia.icd

/etc/alternatives/x86_64-linux-gnu_nvidia.icd -> 
/usr/share/nvidia-319-updates/nvidia.icd

# ls -l /usr/lib/libOpenCL*
lrwxrwxrwx 1 root root 47 Sep 27 14:52 /usr/lib/libOpenCL.so -> 
/etc/alternatives/x86_64-linux-gnu_libOpenCL.so

# ls -l /etc/alternatives/x86_64-linux-gnu_libOpenCL.so
lrwxrwxrwx 1 root root 40 Sep 27 14:52 
/etc/alternatives/x86_64-linux-gnu_libOpenCL.so ->

What does this command say on your system?
