The ubuntu-desktop *is* Unity and a selection of associated packages.
If you want a custom Ubuntu desktop without Unity, remove the ubuntu-
desktop package, then install whatever other packages you want to use
instead.  That's how easy it is.  It is not a bug that it works this
way.  It's what "working correctly" looks like.

A second alternative is to install one of the Ubuntu flavours (Kubuntu,
Xubuntu, etc) so you're starting with a Ubuntu desktop system that does
not have the ubuntu-desktop package installed.
