Public bug reported:

Turned on computer for first time in about a week.
Backup started going, but I was using my internet connection and didn't want 
the backup to go.
Right click icon in classic gnome shell and selected "Skip Backup".

Within 10 minutes, it was trying to prepare another backup... selected
skip again and reported this bug.
