I just tried to reproduce this, but failed: I get the US International
layout/variant by default as intended, on both Ubuntu server and Ubuntu
desktop images.
Could you please attach /var/log/installer/syslog? It would also help
if you could give me step-by-step instructions for reproducing this,
including stating which image you're using, and telling me the answer to
every question asked during installation until you reach the keyboard
configuration page.
