I get this issue also in 13.10 unstable

with cntlm proxy on a Ubuntu 12.04.3

apt-get and http/https is working fine using  this proxy

org.gnome.system.proxy.http enabled false
org.gnome.system.proxy.http host '192.168.100.69'

org.gnome.system.proxy.http use-authentication false

export http_proxy="http://192.168.100.68:3128/";
export https_proxy="http://192.168.100.68:3128/";
export sock_proxy="http://192.168.100.68:3128/";
