I don't understand why turning on call roaming would involve "setting
the operator selection setting to manual, and selecting their home
operator". In another country, your home operator often wouldn't even be
in the list to select!
If Ofono doesn't yet allow call roaming, that's something to be
implemented in Ofono, and hidden from System Settings until it is
implemented.
