Public bug reported:
While bug #1193274 was fixed allowing one to publish a file again, it
has created a "regression" where I can publish a file without it being
fully uploaded on the server and as such following the link will result
in "could not locate object" error.
Publish a file *should* only be allowed once the file has been
successfully sync'd to the server.
