This is still an issue for daily live 20131008, running in Virtualbox, for ubiquity 2.15.21.
The same error appears in /var/log/installer/debug (ubiquity:3446): Pango-WARNING **: error opening config file '/root/.config/pango/pangorc': Permission denied When creating an empty file /root/.config/pango/pangorc, killing previous (hang) instances of ubiquity and running 'sh -c ubiquity gtk_ui' as root, the debug log stated: (ubiquity:3714): IBUS-WARNING **: The owner of /home/ubuntu/.config/ibus/bus is not root! (process:3754): dconf-CRITICAL **: unable to create file '/home/ubuntu/.cache/dconf/user': Permission denied. dconf will not work properly.
