I have two computers, both on which I run Xubuntu 13.04, and on both I do not see any thumbnails.
Nevertheless, I managed to fix some part of the problem by looking at the following; the file ~/.thumbnails in the Home directory of one of my PCs was owned by Root! Therefore I could not see any thumbnails in Thunar (only when I was running Thunar as Root). Changing the permissions of the ~/.thumbnails folder fixed some of the problems.
