Public bug reported:
Since Kubuntu 13.10 when using basket it works normally but the programs menu
bar is missing and cannot be reactivated.
This means you cannot change any settings or export / import / backup notes and
some features only available through the menu bar.
Has been working in 13.04 and earlier.
