Public bug reported:
On both my desktop and laptop the 'update-manager -c' will not show me
the option to upgrade my 13.04 installaiton to 13.10.
Even though it's been out for 2 days now.
I did get a notification asking me to update, but that update failed
because of extra repositories (which I though ubuntu disabled during an
upgrade)
