After I upgraded to ubuntu 13.10, the key to switch the keyboard layout
was not functionning anymore.

I tried to access the "Keyboard Layout", and the "Region & Language"
settings in the Gnome Control Center, but it simply crashes when I click
most icons in the Gnome Control Center. At best, it loads something then
crashes.
