I have/had trouble with ntpd on saucy, it simly stopped working after a while with he mentioned error message. Running directly as root works fine; running with a reduced user account does not. Setting LD_PRELOAD works.
It seems that the user separation / priviledge dropping interferes with the delayed load of the SO.
