After applying the patch referred to above and reloading the psmouse module running a vanilla 2.6.22 kernel on a Dell Inspiron 1720 I can confirm the problem is resolved (the ALPS trackpad is identified and the X server can now be configured to use it; scrolling, double tap and drag etc). The Gnome configuration tool (gsynaptics) also updates the trackpad parameters correctly.
