I did some testing and looks like the cause of this intense CPU usage is Chrome's effect of "flashing" a pinned tab when it's updated (see a short video attached). When I open this tab to make it stop flashing, CPU usage of compiz drops down to 1-2%.
One would think it's a bug in Chrome but I'm not experiencing this issue on another computer running 12.04 - on this machine compiz uses under 1% CPU even when Chrome is open and has a flashing pinned tab.
