I commented out all four lines in /etc/default/keyboard and installed
packages from ppa:attente/1218322 and now I'm able to switch with
Ctrl+Shift or Alt+Shift or Caps Lock. Thank you, William Hua!

Tested on:
1. Ubuntu 13.10 (Unity and Gnome Flashback sessions).
2. Ubuntu 13.10 GNOME (GNOME, GNOME Classic, GNOME FlashBack sessions).

But shortcuts (such as Ctrl+Alt+T) on non-latin layout do not work (see
https://launchpad.net/bugs/1226962).
