Those of you that wish to remove that unnecessary Restart option can use a workaround. First install dconf-editor and then launch it from commands lens Alt+F2 and navigate to:
>apps>indicator-session and then simply check "suppress-restart-menuitem" and the annoying and redundant Restart option will disappear.
