This is more a nuisance than a bug, but I confirmed it on two different
machines.

We have a (Condo, I cannot modify it) wireless router that fails quite
frequently --- the AP disappear. After a few swconds (10 to 30, average)
it comes up again. All my devices (phones, tablets etc) will
automatically reconnect then; my two linux laptops fails to do that.

The AP disappear from the list of available AP when it goes down, as
expected, but after then it does not reappear unless I switch wireless
"off" then "on" again, at which points NM reconnects correctly.

Apport info attached for the laptop running Ubuntu 13.04; the same
happens in the other one with Ubuntu Gnome 13.10.
