This isn't the same as bug #108702. This is about the balloons stacking
up repeatedly and taking up the entire screen. The older balloons
should be removed as newer ones are created so they don't stack up.
Doesn't matter whether they overlap or stack. This is about the fact
that they are being created and not closed as subsequent ones are
created.
