I add Proposed repo to install lastest software (with gnome-control-center 3.6.3-0ubuntu45_amd64.deb & gnome-settings-daemon 3.8.5-0ubuntu10_amd64.deb) I cannot confirm that issue fixed. Shift+Alt (Settings read it like "Shift+Alt+Next Group") Not working for me. Shift L + Shift R (My faivorite shortcut) Impossible to assign CTRL+Shift L - Only this one working for me.
