Just to confirm, when you boot a prior kernel version on your Saucy
installation, the problem persists.  However, if you boot a Raring(Or
earlier) LiveCD the issue does not exist?

Can you confirm the value of write cache when the bug exists and does not exist:
sudo hdparm -W /dev/sdb

A good expierement might be to disable write cache to see if it has an effect 
on the poor write performance:
sudo hdparm -W 0 /dev/sdb
