I also experienced this problem on upgrade from 13.04 to 13.10, and the
above work-around fixed it.  I also had a problem where xscreensaver
wasn't working either (wouldn't ask for a password after waking from
suspend), and I had to set xscreensaver as the default screensaver, too.
